George Rapacki is an Engineer with 27 years experience in developing solutions to client problems. He now brings those same skills to his new career as a patent attorney for HRL Laboratories, LLC. As the HRL Patent Counsel, George prepares and reviews patent applications from a legal and technical standpoint. This means he works with the inventor to identify the kernel of the invention and ensures the claims in the application are as broad as justified. George applies the principals advocated by Ronald Slusky in his book “Invention Analysis and Claiming A Guide for the Patent Attorney". Mr Slusky’s fundamental tenet is that you have to understand the invention and the problem it solves before you can write an application that captures the abstract concept called an invention.This is not a very radical departure from the engineering work George did at Lockheed Martin where his performance appraisals frequently stated that George provides management with workable solutions to current problems.  

The result is a patent application that is not just a cut and paste of the disclosure or limited to the embodiments identified in the disclosure, but a description of the intellectual property the inventor would claim if he were a patent attorney.

Can George learn and work with new technologies?

Throughout his career George has learned through self study and the help of gracious colleagues: spacecraft technology, computer operating systems, computer programming and the use of sophisticated tools for computer performance measurement and data analysis. His first assignment was to analyze electronic circuits, then flexible body dynamics, spacecraft attitude control, spacecraft propulsion and orbital dynamics.

Subsequent assignments required George to acquire skills in statistical data analysis, event level simulations, operating systems, C programming, Unix programming, software development methodologies, computer hardware functioning, software licensing, Open Source Software and related technologies.

George's learning abilities were demonstrated again when he earned a Juris Doctor degree, passed the California Bar Exam and passed the Patent Agent’s Exam.

As the HRL Patent Counsel George has successfully worked with cutting edge inventions in semiconductor processing, semiconductor devices, laser physics, robot control, circuits, and software. His current responsibilities include the supervision of HRL patent work by approximately six outside law firms and twelve patent attorneys.
